In Wyoming, new drivers under 17 years of age must obtain an instruction permit before applying for a driver’s license. New adult drivers can also obtain an instruction permit to practice supervised driving or if they’re enrolled in a driver’s education course that requires it. You must be at least 15 years old for an instruction permit. You must also submit an application for the permit, pass a vision screening, and pass an official written knowledge (permit) test on driving theory. If you’re under 18, your parent or guardian must sign your application.
A driver’s education course is not required of drivers of any age, but it is encouraged. Normally, to obtain a license, you must pass a driving skills (road) test in addition to the vision screening and written permit test. However, you may be allowed to skip taking the driving skills test if you completed an approved driver’s education course and didn’t already fail the driving skills test once before.
Another incentive concerns teen drivers. Normally, the holder of an intermediate license must wait until they turn 17 before obtaining full driving privileges. However, the intermediate license holder may obtain full driving privileges at age 16½ if they’ve completed an approved driver’s education course and held their intermediate license for six months.
You must take the permit test at a DOT driver services office, not online. All questions on the written exam are based on information in the official Wyoming DOT driver’s 2025 handbook (Wyoming DOT Handbook (WY Driver's Manual) 2025). The DOT currently publishes this manual in PDF format. We’ve made it available for easy download from this webpage for your convenience.
